Helen Haywood

Deputy Chief Executive & Head of Strategy & Business Development

As Head of Strategy & Business Development, Helen has responsibility for strategy, business planning and development, communications and marketing, finance and administration and stakeholder relations.

Deputy to the Chief Executive since 2011, she previously led the Southern & East Africa Team, has project managed numerous Westminster conferences and seminars and has accompanied delegations to many Commonwealth countries.

Anna Burt

Anna Burt

Executive Assistant

Anna works closely with the Chief Executive and assists him in his role as Regional Secretary, CPA British Isles and Mediterranean Region (BIMR). This includes organising CPA UK and BIMR input into CPA international and supporting the Deputy Chief Executive in the coordination of the BIMR Commonwealth Women Parliamentarians.

Prior to joining CPA UK in summer 2016 Anna worked for the public policy think tank CentreForum, and has also undertaken internships with the peace building NGO International Alert and Médecins Sans Frontières UK. Anna holds a BSc (Hons) in Politics and International Relations from the University of Bath, spending a placement year working for a Member of Parliament.

Susie Latta

Susie Latta

Head of International Outreach

Susie Latta is Head of International Outreach in which she leads CPA UK’s work on planning and delivering an annual programme of international outreach programmes on behalf of Westminster.

Prior to joining CPA UK she has held many roles in the private, public and charitable sectors and has organised a number of high profile conferences and events in the UK and overseas. Most recently she was Operations Director for The Democratic Society. She has a BA in Combined Social Science from Durham University and an MSc in Development Management from the Open University.

Ann Hodkinson

Ann Hodkinson

Head of Multilateral Projects

Ann Hodkinson is Head ofMultilateral Projects, in which role she leads CPA UK’s work on delivering an annual programme of international conferences and seminars on behalf of Westminster.

Prior to this, Ann authored the 2014 review into the strategy and future plans for CPA UK, and previously was half of a job-share team, as Team Leader for CPA UK’s Southern and Eastern Africa work. Ann joined CPA UK in 2001 and holds a BA in Politics and International Relations.

Edith David

Edith David

Head of Finance & Administration

Edith is responsible for defining and delivering CPA UK's financial strategy and financial management of CPA UK, ensuring compliance with regulatory requirement.

An accountant with 20 years experience, in public and private sector services, Edith is currently a trustee for two charities, a school in North London and a UK educational charity operating in Sierra Leone. Edith holds a BA (Hons) in Accounting & Finance from South Bank University and an MA in Financial Management from Middlesex University.

Matthew Salik

Matthew Salik

Deputy Head of Multilateral Projects

Matthew Salik has worked in Parliament since 2005. After initially joining CPA UK on secondment from the House of Commons in 2010, he became a permanent member of staff in 2013. Currently as Deputy Head of Conferences & Projects Matt is responsible for the planning and delivery of CPA UK’s multilateral international conferences, seminars, workshops and projects covering a range of thematic and parliamentary based subject matters.

Matthew holds a BA Hons in Modern History and an MSc International Security and Global Governance. He also has overseen five Election Observer Missions on behalf of CPA BIMR and been involved in over thirty international conferences across the globe. He is also a PRINCE2 Practitioner.

Mariam El-Azm

Mariam El-Azm

Deputy Head of International Outreach

Mariam El-Azm joined CPA UK in 2011. Previously the Asia-Pacific Programme Manager, Mariam is now responsible for the planning and delivery of CPA UK’s engagement across Commonwealth Parliaments.

Prior to joining CPA UK, Mariam worked in the not-for-profit sector as a grassroot supporter at RESULTS UK and the Fairtrade Foundation. Mariam holds a BA in Business Administration, and an MSc in Global Governance and Ethics from University College London. Mariam is fluent in English, French and Spanish.

Adeline Dumoulin

Adeline Dumoulin

Head, Modern Slavery Project

Adeline joined CPA UK in 2015 as Projects and Programme Manager within the Conferences and Projects Team before becoming Project Manager for the Modern Slavery Project. 

Prior to joining CPA UK, Adeline worked for Lead International. She managed a 4-year international development programme in India and was also responsible for the management and delivery of Corporate Social Responsibility programmes for large corporations. She also worked as project manager for NGOs based in Spain, Paraguay and Mexico. She holds a MA in Literature and Foreign Civilizations and an MSc in International Relations with a specialisation in International Development from La Sorbonne, Paris. She speaks fluent French, English and Spanish.

Rita Patel

Rita Patel

Finance and Administration Assistant

Rita joined CPA UK in 2009. Responsible for processing of daily financial transactions and general office administration. Other responsibilities include booking of CPA Room and Commonwealth Gallery tickets for House of Commons and House of Lords.

Prior to joining CPA UK, Rita worked in various accounting roles for small, medium and large companies within the private sector and lived in India for over 10 years. Rita is fluent in Hindi and Gujarati.

Morgan Flynn

Morgan Flynn

Project Assistant

Morgan joined the Multilateral Projects Team towards the end of 2016 with the role of supporting the delivery of CPA UK events and projects.

Before joining CPA UK, Morgan worked for the British Institute of Human Rights and for other NGOs with a focus on mental health. She has further experience from the Scottish Parliament at Holyrood and working in the financial sector for Deloitte.

Morgan holds an MA (Hons) in International Relations and Modern History from the University of St Andrews and intends to pursue further academic study in the future.

Paweł Jarzembowski

Paweł Jarzembowski

Modern Slavery Project Officer

Paweł Jarzembowski joined the Conferences and Projects team in 2015 as a Conference Assistant before joining the Modern Slavery Project Team as a Project Officer in Autumn 2016.

Prior to joining CPA UK, Paweł completed an internship at Chatham House, where he supported events including the institute’s inaugural London Conference on Globalisation and World Order. He has also marketed events in the oil & gas industry and undertaken business development roles in the financial sector. He holds a BA (Hons) in German with English from King’s College London and speaks fluent Polish and German.

Robert is responsible for the planning and delivery of CPA UK’s engagement with the Asia-Pacific region. He joined CPA UK in 2014 as a Programme Officer within the International Outreach Team.

Prior to joining CPA UK, Robert worked for Raitt Orr & Associates, a public affairs and communications agency working with charities and NGOs in the field of international development. He holds a BA (Hons) in War Studies & History from King’s College London.

Rachael Atkins

Rachael Atkins

Americas, Caribbean and Europe & UK Overseas Territories Programme Manager

Rachael is responsible for the planning and delivery of CPA UK’s engagement with the Americas, Caribbean and Europe region, including UK Overseas Territories. Prior to this, she worked as a Programme Officer within International Outreach and a Conference Assistant in CPA UK's Conferences and Projects team.

Previously Rachael worked as a Research Assistant in pro-democracy capacity building in EU Eastern Partnership countries, and for the Centre for Political and Diplomatic Studies. She has also worked in organisations dedicated to the promotion and protection of the human rights of asylum seekers and refugees. She holds a BA (Hons) in Politics and International Development and an MA in Migration Studies from the University of Sussex.

Communications Officer

Mark Scott joined CPA UK in 2016 as the Special Projects Communications Officer. His role supports CPA UK’s Modern Slavery and Overseas Territories projects.

Before joining CPA UK, Mark worked for a faith-based NGO in Westminster as the Events and Communications Manager and has also worked for NGOs in both Rwanda and Zimbabwe. He holds a BA (Hons) in Politics from the University of Exeter and an MA in Conflict Resolution from King’s College London.

Zahra Soolagh

Zahra Soolagh

Programme Officer

Zahra Joined CPA UK in 2016 as a Programme Officer in the International Outreach Team. She works closely with the Regional Programme Managers to deliver a variety of programmes on parliamentary strengthening and diplomacy across the Commonwealth.

Prior to joining CPA UK, Zahra worked as a Programme Manager as part of the Political Section in the British Embassy Baghdad where she worked on a number of development programmes and projects funded by the Foreign and Commonwealth Office. She holds a BA in Politics from Queen Mary University of London, and a MA in Globalisation and Multinational Corporations from SOAS University. Zahra is fluent in Arabic.

Oliver Hall

Programme Officer

Oliver joined the CPA in 2016 and is a Programme Officer in the International Outreach Team. He works across all CPA regions to deliver a variety of programmes on parliamentary strengthening and diplomacy.

Prior to joining the CPA as part of the International Outreach team, Oliver worked in campaigning and advocacy for a variety of NGOs, focusing on international conflicts. He holds a BA (Hons) in English and Comparative World Literature from the University of Warwick.

Fleur ten Hacken

Fleur ten Hacken

Programme Officer

As Programme Officer in the International Outreach Team, Fleur works across all regions of the Commonwealth to deliver a variety of programmes on diplomacy and parliamentary strengthening.

Prior to joining CPA UK in early 2017, Fleur worked at various organisations including a political monitoring company, a non-profit diplomatic advisory group, and the Dutch Embassy in London. She holds a BA (Hons) in Politics from the University of Nottingham, and an MA in International Peace and Security from Kings College London. She is a Dutch native speaker and is conversational in German and Mandarin.

Callum Forster

Callum Forster

Project Officer, UKOT Programme

Callum is the Project Officer for the UK Overseas Territories Project. Callum is responsible for delivering a variety of parliamentary strengthening and capacity building programmes and activities across the project and within the Americas.

Prior to joining CPA UK, Callum supported the delivery of international development programmes for a range of NGOs, and previously, the delivery of international education programmes. Callum served as a Harold W. Rosenthal Fellow in the United States Congress. Callum holds an MA (Hons) in International Relations from the University of St Andrews, and an MA in International Studies from the Josef Korbel School of International Studies at the University of Denver, focused on governance.

Felicity Herrmann

Felicity Herrmann

Project Assistant, UKOT Programme

Felicity joined the UK Overseas Territories Project as a Project Assistant in 2016. She supports project delivery by liaising with legislatures in the UK Overseas Territories, and assisting the Project Manager and Programme Officer through research, administration, and logistics.

Before joining CPA UK, Felicity worked in public affairs at the Commonwealth Human Rights Initiative and in business development at Dods. She holds a BA in Politics from the University of Sussex and an MSc in Comparative Politics from the London School of Economics. During and after her studies she completed internships with the Konrad Adenauer Foundation in Cotonou, Benin, and the conflict mediation charity Inter Mediate in London.
